Tag the document with correct Lang attributes per section and per inline foreign phrase (12 spans in notes/lang_spans.csv), fix the Arabic reading order and ActualText so extraction is logical RTL, and make it PDF/UA compliant. Save output/welcome_multi_ua.pdf.
